Prequalification Process


Prequalification Process – N.J.S.A. 54:34-9.3 and N.J.A.C. 17-19-3 require that firms interested in being considered to provide professional consulting services for the Division of Property Management & Construction (DPMC) must be “prequalified” by the Division. DPMC consultant prequalification may also be required by other entities, such as counties, municipalities, school districts, and other State authorities, in order to provide professional consulting services to these entities.

The “Professional Services Prequalification Application” Form 48A is required to apply for prequalification in various professional disciplines, including architecture, engineering, planning, construction management, environmental consulting disciplines, and various specialty design and construction consulting disciplines.

The “Materials Testing Laboratory Application” Form 48T is similar in format to Form 48A, but is required for firms seeking to be prequalified as a materials testing laboratory.

Applicant consulting firms and testing labs must provide financial statements for the most recent two fiscal years, completed by an independent public accountant or certified public accountant, and accompanied by the accountant’s signed cover letter. The financial statement is mandatory. Requests for prequalification will not be processed without the accompanying valid financial statement.

Note – Financial statements are subject to verification. False information may result in civil/criminal penalties and/or debarment.

i. A copy of the firm’s NJ Business Registration Certificate

ii. Firms that are General/Limited Liability Corporations or Limited Liability Companies, who are seeking prequalification in any discipline related to engineering, architecture, landscape architecture, or land surveying, must have a current “Certificate of Authorization” issued by the appropriate NJ Professional Board.

Any other type of consulting firm which is a General Corporation/LLC must submit a copy of the firm’s “Certificate of Incorporation” or “Certificate of Standing” if a New Jersey firm, or “Certificate of Authority” if a foreign (out of state) firm. These certificates are all issued by the NJ Division of Revenue. Note - Foreign firms that have a Certificate of Authorization from a NJ Professional Board are not required to provide a Certificate of Authority.

Firms that are Professional Corporations must submit a copy of the firm’s “Certificate of Incorporation – Professional Services,” or “Certificate of Standing” (short form is acceptable) which are issued by the NJ Department of the Treasury, Division of Revenue.

iii. Firms certified as SBE, MBE, WBE, VOB or DVOB must provide a copy of their certification, as issued by the NJ Division of Revenue.

iv. A copy of the firm’s Employee Information Report Certificate

v. Any other required firm or staff certifications or licenses, as required for prequalification in specific disciplines (specific environmental certificates, etc.)

vi. Financial Statement(s) for the most recent two years – audited, reviewed or compilation statements. The financial statements must be produced by an independent PA/CPA and must be accompanied by the accountant’s signed cover letters. We can accept a single statement that covers both years, or two separate statements.

v. Copies of current lab staff certifications (ACI, NJ DCA/UCC, ICC, AWS, NJ SAT, etc)

vi. Financial Statement(s) for the most recent two years – audited, reviewed or compilation statements. The financial statements must be produced by an independent PA/CPA and must be accompanied by the accountant’s signed cover letters. We can accept a single statement that covers both years, or two separate statements.
